Justice Ketanji Brown Jackson's opinion is worth reading. It begins on page 23.

It is worth noting, that companies don't have one-time dealings with the government. By the Court's decision, a repeated practice of an official granting variances and receiving payments is legal, as long as the first variance was granted before the first payment was received.
